Kernel32 error when launching psdmt.exe on Windows Server 2008 64 bit

I am installing PT 8.54 with ELM 9.2

I'vcreated the database, installed Oracle client 32bit and when I wanted to start the datamover in bootstrap mod the following error comes up:

the procedure entry point K32GetProcessImageFileNameA could not be located in the dynamic link library KERNEL.32.dll

the path is set to point to the oracle client 32bit. This is the path:
