How do I change the people connect ID password?

The people connect ID is not logging in.  I attempted to login via SQLPLUS and it fails.  I would like to change the password to what we think it is, but when I login using SYSADM that user does not have privileges for the ALTER command.  Is there another system ID and password I can use to login with?
