eProcurement is not using Default StyleSheet

in PeopleTools and Lifecycle Management - PSFT (MOSC)

Why is eProcurement not using the default stylesheet? We upgraded to PT 8.53 on FSCM 9.0 and some pages are not displaying correct online. Attached is an example of the Vendor Search Page. Notice the Yellow Buttons and the Grid Headings Titles are White. This is the case in IE, Chrome and FireFox. Also attached is a screen shot of the page properties. In both FSCM 9.0 and 9.2 they are set to a specific stylesheet. If we change the Page Style Sheet to Use Default. The headings and buttons are corrected. Any information is appreciated.
