HTTP 401 authentication error - send in IB node userid/password?

in PeopleTools and Lifecycle Management - PSFT (MOSC)

I am trying to use the XML purchase order dispatch.  The vendor I am integrating with has asked for basic authentication, so I put the userid and password on the IB Node,  I get an HTTP 401 error and the vendor says there is no userid and password.  Am I doing this right?
