Process Scheduler sleep time

I am trying to improve the performance of some application engine processes in our 9.1 Financials system. 

I see that the Process Scheduler queueing time is taking 15-16 seconds although the sleep value on the Server definition page is set to 5 seconds.  What else could be causing the queueing time to be higher than the sleep value.
