After Installing WebLogic 12.1.2 and upgrading the tools, i can access pia from the server (works fine), but cannot access from pc on the network

Windows server 2008 R2

Things i have already checked:

There is no firewall preventing ports

i can ping the server from my pc but can not telnet to the server and port

i did a netstat -ano from the server and the port is listening

I am thinking this is some sort of setup thing with the new version of Weblogic.  I have played with the console a bit, but not sure what else to do.  I also looked at the web profile for DEV and it looked like it always has.
