Recommended approach for customizing CA tools upgrade template

Hi experts,

I was wondering what would be recommended approach for customizing the CA template with the new tools upgrade process in place for PT 8.54. I have observed that the CA picks the template every time from the update package (the  one downloaded from the PT 8.54 upgrade home page). What would be Oracle's recommendation if the customer has to add a new step or change the step properties on an existing step for the next iteration.

I could successfully make the changes reflected by exporting the modified template and replacing the original .xml file in the update package with the new file. Is there a better way tot do this ?
