following doc 1485033.1 - 'Migrating OSSO 10gR3 (10.1.4.3) to OAM 11gR2 (11.1.2) with Oracle E-Business Suite', getting an error in the upgrade step of UA: Exception encountered while invoking Policy API for App Domain

in a weblogic log, this error is posting: <Error> <oracle.oam.upgrade> <OAM-72018> <Exception encountered while invoking Policy API for App Domain

oracle.security.am.common.policy.admin.impl.PolicyValidationException: OAMSSA-06110: Resource type must not be null.
