Vendor Maintenance link from Vendor ID PopUp Menu - why is it delivered as correction mode ?

Any ideas why the Vendor Maintenance link would default to Correction Mode.  If we pull back correction mode from our user community, they are greeted with a "You are not Authorized" message because of this mode.

Has anyone changed it from Correction Mode to Update or Update/Display All ?
