event alert on wf_notifications table

Hi,

I have written one event alert on wf_notifications table for transaction type HRSSA. and I want to get transaction id. Through alert I am calling sql procedure and passing notification id as parameter. But this alert sometime firing and sometime its not firing.  I have check all setup and its fine.

Could you please advise how I can overcome this issue.
