OID 10.1.4.3 is unable to update the USER_GUID with the ORCLGUID in EBS?

It is working fine for the past 120 days and we failed over the EBS to the DR, this is when OID stopped updating the user_guid in EBS. I can manually update the EBS user_guid by picking up the orclguid from OID but again this is going to be tedious and and will impact the new users who are going to be provisioned in OID.

Bounced the OID stack and it didn't help.

Does anyone have any idea? or seen this issue before?
