multiple operating units, score gets assigned correctly, strategy does not

We are dunning on delinquency level

Score gets assigned correctly

Strategy does not get assigned based on score

In stead the Default strategy gets assigned

This seems to happen only when we run the collections strategy management process the first time, after the first time, the strategy seems to get assigned correctly.

What could be the issue?

Should we hardcode the org_id (operating unit) in the segment filter of the strategy?
