How to move Roles and Permissions between environments?

I created a new Role and Permission in a test environment and assigned to a user.  I am getting my expected results.  I have asked my IT department to move the Role and Permission to a different environment.  I have verified the new role and permission are in the other environment and have assigned to a user - I'm not receiving the expected change in access.  What additional steps are necessary to have the access update?  Thanks
