transfer between app servers during login processing causes authentication failure

Hi, we have a problem that has been ongoing ever since we went to bundle 33 & tools patch 8. Of course it is not reproducible on demand.
We keep having students and staff complain that when they try to login they get the error message that their password is expired (even when they know it is not). We use LDAP authentication and so internally in PeopleSoft, all of the user accounts passwords are marked as expired. What we are seeing in the application server logs is that the user processed the peoplesoft ldap sign-on peoplecode and their authentication was validated successfully. Then as the login process starts the services, the activity jumps to a different application server. The new application server goes to verify the authentication but
