Question on new CA Step: "Compiling Directive PeopleCode"

All,

I have a question regarding applying Tax14D from Image 8, to a PT8.53.08 target environment.  There are two new steps added that did not exist before in tax update change packages:  'Resetting Object Version Numbers' (which I get), and 'Compiling Directive PeopleCode'.  Can anyone tell me what the 'Compiling Directive PeopleCode' step is for, why it is needed, and if it is a requirement to apply the change package?
