How do you insert a blank page if the group ends on an odd number?

I have a report that extracts answered questions for each applicant.  The report page breaks on each applicant so the report can be burst (or separated) into each one.  The users would like to have the report insert a blank page if the number of pages for that applicant is an odd number.  For example, Applicant 1 may have a total of 3 pages so a blank page would be inserted. Applicant 2 would start on page 5. Can this be easily accomplished within BI Publisher?
