Has anyone built a CI on the PAY_SHEET_ADD component in HCM 9.2?

We have one that works in 9.0, but in 9.2 the Federal rows don't load into PAY_TAX_OVRD even though FEDERAL_TAX_OVRD = Y. Do we need PPC to set the STATE=$U?
