Branched: Error in step: "Compiling Directive PeopleCode"

When I have run this step in 3 different environments while applying Tax Update 14-D, it has failed in each instance with the following error:

System Error : Invalid Access ID and password for signon -- see your security administrator.

Change Assistant does not flag the step has having failed.

It looks like the command line for this step is missing the -CI and -CW switches
