Question regarding age parameter in purge obsolete workflow runtime data

We are using EBS version 12.1.3

I have setup job to run purge obsolete workflow runtime data with item type and item key set to blank, age set to 45 and persistence type is TEMP, Core workflow Y and Signed Notification N.

After the job, I found the workflow tables does not really looks like it has rows been deleted.

So, I found the note 752383.1 to try to find out whether the data actually gets deleted.

After checking lots of item types, the persistence day all returned 0, since my age parameter is set to 45, does that mean the files maynot be eligible for purge yet? Gurus, please advise. Thank you very much.
