8.54 Change Assistant not creating Browser Compare reports

When applying custom Change Packages in the Initial Upgrade Pass for PUM, we like to change the option for the step 'Running CP compare Reports', to generate Browser compares.  However, in 8.54 CA, it seems like it is not appropriately generating the browser compare files in the #OUTPUT directory - only the normal app designer compare files exist (.idx and .prt files).  Is this an issue with CA 8.54?

In addition, the later step 'Exporting Modified Change Package-MO Project' ends up overwriting the log output for 'Running CP Compare Report', because the Script/Procedure name is the same.
