Change Assistant 8.54.02 Error

I applied patch 8.54.02 for PT8.54; installed Change Assistant and did the configuration to do a PTools upgrade from PTools 8.53.00 to PTools 8.54.02.

I get a Java error, which is similar to previous CA versions - one which used to show up but then used to allow the template to get loaded.

I could not find a relevant solution in MOS.

Error is:

java.lang.UnsatisfiedLinkError:com.peoplesoft.pt.changeassistant.selectivepatching.SpJni.GetPSIPEnvInfo()Lcom/peoplesoft/pt/changeassistant/selectivepatching/PSIPEnvironmentInfo

Exception java.lang.NullPointerException caught in com.peoplesoft.pt.changeassistant.apply.PackageAppplicator.apply4SPI()

I also updated Java to jdk1.7.0_55, but it did not help.
