Workflow goes into deferred mode.

We have a custom workflow for OM which has steps to run conc programs. We are noticing that the workflow goes into deferred mode after the conc program. The deferred background is run every 5 minutes. So we are losing 25 minutes for order approval workflow to complete. Would anybody be able to help assist as to why the workflow goes into defered mode.

We want to understand why the workflow associates a cost to this and defers it.

Any help is greatly appreciated.
