Not able to see "IDS Profile" option in "System Configuration" tab in OES

in Identity Management (MOSC)

I am doing a POC on OES (Oracle Entitlement Server). I have installed the OES on my windows machine following the 6 step guide by "Subbu Devulapalli" on you tube.

After installing all the components, I can not see the "IDS Profile" option in "System Configuration" tab. What I am missing?

I will really appreciate the help.
