Cannot Start PSWATCHSRV process when booting 8.54 App Server

I am trying to install HCM9.0 with peopletools 8.54 in windows 8.1 virtualbox.
All DB, Web Server, App Server are in the same VM.

When I try to boot the App Server, the process PSWATCHSRV has below error:
