Multi Language Implementation - Advice Required

Hi,

We are in People Tools 8.51 and HCM App Version 9.1. We have English as the base language. We are planning for additional Languages Implementation for languages German and French. The doubt i have is the methodology recommended for Implementation. Our HCM Application has got huge customisations. We have several bolt ons, we use several modules of delivered functionalities, also we have minor customisations to the delivered fucntionalities. The recommendation which i need is on which DB/Application should i aplly the ML pack? Should I apply the ML pack to the vanila version of HCM 9.1, then take the customisations
