Tools only upgrade 8.49 to 8.54

Hi folks,

We are embarking on a tools only upgrade in our apps, from 8.49.28 to 8.54.03

We are starting with our FSCM app, v 9.0, so we can be in better position to start an app upgrade in the next year.

We have our new hardware running on windows 2012, with all the PS pieces installed, including the 8.54.03 patch.

We've ran our initial sysaudit, dddaudit, and alter audit and cleaned up some errors in our current tools rel (8.49.28).

We are at the stage where I thought we had to engage Change Assistant 8.54.03 to start applying the tools upgrade change package, however we can't seem to get it to connect to our db when we try to "Create Database" in the wizard.
