Tax Update 14-E Pre-requisites of EO91 COMMON OBJECTS

We ran into issues when applying PAYROLL TAX UPDATE 14-E FOR RELEASE 9.1 (Bug ID 17814043/ Resolution ID 903200) in our demo environment because 17667045 (EO91 COMMON OBJECTS BUNDLE #11 2014) is required. 

 

All the pre-reqs in prior 2014 tax updates list only other tax updates.  14-E is the first time "EO91 Common Object Bundles" are listed, and there are a lot of them in the pre-req list.

Why are these additional non-tax-update items now a pre-req?  Are they really required?

We have logged SR #3-9711158571 for this question/issue as well.
