How to configure Windows batch server for PeopleSoft Financials 9.2

We are implementing PeopelSoft Financials 9.2 with PeopleTools 8.53. We have a Linux DB server, a Linux application server with everything installed. The Linux application server is configured with application server domain, PIA domain and process scheduler domain. I am told I need to install and configure a Windows-based batch server for FSCM.

I installed Oracle client 11gr2 64-bit, Tuxedo 11.1.1.2.0 64-bit with VS2010, Weblogic 10.3.6.0, Java 7, and PeopleTools 8.53 in this Windows 2012 64-bit server. I only chose batch server when installing PeopleTools in this Windows server. I can create a process scheduler domain in this windows box and start it. However, when I submit a process from PeopleSoft, process using the PSNT always shows initiating and failed (timeout),while process with PSUNX can complete.
