Process Scheduler options for userid PS in Demo environment

As I was running tax updates for this year, I came across a manual step to run PSXPCLEAN.  As I logged on to our Demo environement with userid of PS --- I see that there are not options under Process Scheduler to run anything.  In addition, when I go to Peopletools/Security/User Profiles, much of the options are also missing from there as well. 

I have compared one of our other environments for this userid in the User Profiles under Security, but do not see the difference and/or cause.

I have also gone into the edit "User Profiles" folder and do not see a difference there either.
