How do I grant access to specific Data Source Types in BI Publisher - Report Definition

I have a user that needs access to the Data Source Type of "Query"
in the Report Definition page of BI Publisher but I cannot find out how to
grant him security to these source types. He can currently see XML Files but
not Query. The Data Source Owner for the Queries is Public. The report names begin with HRS_. 

These are available in DEMO to review as well.

He has access to Query all tables in his security, but he still does not see
these source types in the Data Source Type on this page.
