Installing 10gOId/SSO using defaults for colated and getting ORA-12560 TNS:protocol adaptor error on

Hi,

I am installing 10GOID/SSO on windows 2008 32 bit.  I am using the defaults for the installation.  The database will be co-located on the server.  We get to the configuration part of the installation for the database and the ORA-12560 TNS:protocol adaptor error returns.

I cannot find any information on this - this is during installation so I do not know what to do.
