Missing Process Definition - VAT XMLP VATX0200 - FSCM 9.1

We have an install for FSCM 9.1 Demo that is patched to Global Bundle #7. We are looking for the France VAT XMLP report VATX0200; however, it is not in Process Definitions. This prevents us from assigning it to our VAT Entity setup. I post this in PeopleTools, because I am not sure what module it would go under. It is odd that the XMLP report does not exist in the list when there are other similar VAT XMLP reports for other countries.
Questions:
1) Where would be the best place to post this?
2) Any idea whether this particular XMLP should have been included in the 9.1 FSCM demo install?
