Are PO changes uploaded through EDIUPACK sent to EDI via EDIDLORD?

If we upload EDI855 PO changes/modifications directly to RMS via EDIUPACK pro*C batch, and then run ORDREV batch job, it will update the edi_sent_ind of the PO to "N". That means these changes will be downloaded via EDIDLORD batch back to vendor? Is this correct behavior?

If we upload EDI855 PO changes to RMS via EDIUPACK, this means that these are vendor initiated PO changes, is there a way to stop these changes from being downloaded again via EDIDLORD? We do not want to send these changes back to vendor since they are initiated by the vendor. Is there a way to achieve this in Base RMS?
