If Task A finishes early, can an e-mail notification be sent out so that the next Task (B) assignee

If Task A finishes early, can an e-mail notification be sent out so that the next Task (B) assignee is informed that he can start before the start data and time?

Task A is a predecessor to Task B with a Finish to Start option and Task B has the option to start early.

Can the assignee of Task B be notified (by e-mail) that they can start Task B early? Or do they need to be in FCM monitoring the prior tasks?
