Oracle Retek RIB 13.2.6 is throwing errors ORA-12520, TNS:listener could not find available handler

in Retail Merchandising System (MOSC) Question

We have a  Retek RIB 13.2.6, which connects to 2 node RAC database. RIB  throws the below error intermittently. We have checked on the database side, database parameter process is setup to sufficient number and we never hit the max number.

Please help me to resolve this issue.

Caused by: javax.ejb.EJBException: Unexpected exception in com.retek.rib.app.getnext.impl.GetNextPublisherEjb.getNextAndPublishMessages:
com.retek.rib.binding.exception.PublishException: java.sql.SQLException: Internal error: Cannot obtain XAConnection weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Listener refused the connection with the following error:
ORA-12516, TNS:listener could not find available handler with matching protocol stack
