country_tariff_treatment effective dates

in Retail Merchandising System (MOSC) Question

I know it is required to extend the effective_date in the country_tariff_treatment table in RMS if you want to apply the av_rates.  But is it not automatically done by htsupld if you load a new HTS file in to RMS?

What are the determining factors that you need to extend the effective_date in the country_tariff_treatment table?
