Update Manager Action in Change Assistant


I am in the middle of upgrading from FSCM 9.0 to 9.2. I am half way done. I just checked the Required at Upgrade patches and two patchsets were just posted for PI 9. I downloaded them and was ready to go to CA to apply the patchset to PI 9. I selected Update Manager Action in CA wizard, the NEXT or FINISH button was disabled. I could not do anything under Update Manager action like "Apply Peoplesoft release patchset" nor "define or create a new change package". Is it because I am in the middle of application upgrade? It
