Need Solution to Keep Tracking Records of “Black Listed Suppliers” within Oracle EBS Advanced Procur

Dears,

Is there any standard solution or work around to keep tracking records of “Black Listed Suppliers”?

As per my knowledge, it is only applicable to hold or even deactivate supplier. However, it is ON-OFF action without keep tracking of supplier historical information

Ex. Date that supplier marked as black listed, and why? Date that supplier released from black listed ones, and why? whom take this decision for both cases? ...etc.
