Process Scheduler/Process Monitor: Is there a way to manipulate Scheduled Process Date in PSPRCSRQST

Is there a way to manipulate the Run date/time in PSPRCSRQST and have Process Scheduler/Process Monitor recognize the change to submit the process earlier?

I submitted process 648443 with a Run Date/Time of 10/29/2014 6:30:00AM CDT through PIA.  I then manipulated the Run Date/Time to 10/28/2014 4:00:00PM CDT through SQL.  The process never released.

I then submitted process 648446 with a Run Date/Time of 10/28/2014 4:10:00PM CDT through PIA.  No manipulation occurred and it released on time.  I did this to insure there wasn't something else keeping the first process from running.

Any thoughts or suggestions as to why changing the Run Date/Time using SQL is not recognized by Process Scheduler/Process Monitor to release a job at a time sooner than originally submitted?
