What is best pracitce to applying manual steps during an Image?

We are currently applying Image 8 in HR. There is several manual steps. One of them is to add a component to a menu and then update security of a delivered permission list with the two new page. This is to allow two new delivered pages to be used. This is the first time we have seen this in an image. How are you dealing with these. We have a DMO (because we are on SQL server), Development, Test, Staging and production environment. Did you apply the manual step manually in all of your environments or did you do
