"Bad Source Namespace/Target Location" error in XSLT action

in PeopleTools and Lifecycle Management - PSFT (MOSC)

I'm trying to create a transform program between two versions of a message. In the XSLT action step when I double click I get the message "Bad source namespace/target location" and cannot proceed.
