How do I correctly configure X509 Authentication in OAM 11gR2?

In OAM 11gR2 I have form authentication working fine,  But when I change it to X509Scheme I never get the certificate window to pop up.  It goes strait to an unauthenticated error page.  Clearly I must have forgotten a step along the way.
