Journal Entry Manager

I remember seeing some slides that mentioned a Journal Entry Manager tool that was slated to be released sometime in 2015.  Is this still on the agenda?  Would like to learn a bit more about the primary purpose of this tool and if it would integrate with the Close Manager tool.
