market_rates component interface

Has anyone successfully run the delivered market_rates component interface?  I have tried repeatedly and cannot get it to run.  When I submit it via app eng in two tier mode, I get the messages below.  When I try via the CI tester in two tier mode, I get nothing.  The tester session just disappears when I try to save.  I've done many other CIs without this kid of issue.  Is there something special about the market_rates?  Thanks.
