Role Not getting assigned based on Membership rule

Hi,

I am trying to assign a role based on a membership rule in OIM11gR1. I checked both Membership Rule and role is visible in design console and Membership rule assigned to the role in the OIM console.

But when I am creating the user it is not assgning the role to the user. And nothing is coming in the logs.
