App Designer 8.49 crashes on Windows 2008 R2

I have installed the 8.49 client tools on Windows server 2008 R2.  I have created a 32bit ODBC connection to my SQL 2005 database server.  Data Mover works without a problem.  Application Designer loads and allows me to enter a username and password, however when I try to connect it crashes.  The error states that the faulting module is MSVCR71.dll.  We are performing an upgrade to 8.54 and this problem is holding up the project.  Any help would be appreciated.
