How do I pass Search Keys in an Alert?

In PeopleSoft 9.1 PeopleTools 8.53 I’m creating an alert. The URL takes you to a search screen for modifying expense reports, but I can’t enter Search Keys in the alert setup so the user has to enter the expense report id. I think I should be able to enter Search Keys in the alert setup to pass a parameter so the user doesn’t have to search.
Am I misunderstanding how Alert Search Keys work, or am I doing something wrong?
