Transition times maintanenance on only location level

Hello all!

     We have needs to maintain lead times between stores and warehouses in RMS without merchandise hierarchy level(department, class or subclass) as propossed by standard form trantime. There are about 200 departments in company so it is uneffective to update this amount of records to change lead times between 2 locations. Does it possible to do?
