Pum Storage Requirement differences

The storage requirements that I have read for the PUM server are 100gb.  However, we are being told by our implementor that 1TB of storage is required for the PUM server.  This is because the image download of 30-50gb expands out to 300+gb and we may need the storage for any additional images that we download in the future.  Can anyone shed any light on this ?  Why would Oracle requirements be so off  from the real world requirements?
