Why does the PeopleSoft compare report show the source as "Absent" when an XMPL File Defn exists in the database?

I have created an XMLP report and inserted all related Report Definition, Template, File Defn, and Data Source to a project in DEV. However, when I run a compare report to TEST, the XMLP File Defn objects all shown as "Absent" in both Source and Target column. Report Definition, Template and Data Source shown "Changed" in Source correctly.
